Why do they say that you should decharge batteries?

If they are not discharged they can develop a memory and you will lose run time. I'm sure someone else can give a better answer with more detail though :p

Here's what I know - NiCd's have a "memory" problem. If you were to discharge them consistantly to two thirds discharge, you would eventually loose that last third of charge. Completely discharging the batteries will help them sustain their full capacity through their normal life. There are several types of discharge tools available that makes it an easy process after each run.
NiMH batteries do not have this problem. It is advised to store them with a partial charge.
NiCd's have environmentally hazardous chemicals and should be turned into your lhs to be disposed of properly when they're dead. NiMH are not environmentally harzardous. This is why NiCd's will be getting phased out in the next few years.
