If I got a small airbrush set, could I use a car tire inflater to provide compressed air?
Also, what is a good choice of airbrush to use for painting RC car bodies?

Those little car tire inflators only distribute the air in "puffs". This would make it extremely difficult to paint anything.

There are several very good airbrush manufacturers. Iwata, Paasche, Badger, and many others. Everyone has their favorite (mine is Iwata), but you really won't go wrong with any of them.

^^+1 Also try to find a brush with a .5mm tip/needle as it will be easier to work with for a new person like the Iwata Revolution HP-CR as something smaller like a .3 will get clogged easily if your not "careful".

mine is Rich Pen, then Iwata

With all those options, which is the cheapest functional one? Do the ones that just run on compressed air cans work well? How long does a can last?

I would avoid cans and any brush that runs off of them. As far as Iwatas, you really can't go wrong with an Iwata brush. I haven't seen any painters yet that don't like Iwatas. The Revolution CR would be a good choice I think. As far as compressors, I don't know good brands, but make sure you get an airbrush specific compressor with a moisture trap and a regulator.

My personal favorite brush is a Satagraph 3, but those cost like $300 brand new and they're set up with .25mm tips.

Ok. Is there any way to get an airbrush and a compressor for under $100? (one that is good enough to work.)

You can get close:

www.Dixieart.com has free shipping on orders over $45. Get a Badger or Thayer Chandler from there for right around $50, and get a compressor from Pep Boys, or similar auto parts store for (I've seen them for $39-49) around $50, and you have it.
