Metal but only a few cars have them.

For the gt RRP makes steel spur gears, for electric cars if you set the gear mesh right you should not need a metal spur. If you keep stripping gears check the mesh.

i went 19-81 on a buggy, i am going to buy a new spur tomorrow, should i buy a pinion too? If so what size?

You should get all the sizes from 14-31. Might want some differnet spur sizes too.
