Get an APEX Sigma Plus. Integy has them for $89.99 and they do both charge and discharge.
Don't skimp too much more on your charger because batteries are what can make electric RC expensive, followed by the motors. You have to take care of your batteries.

I have 2 Apex Sigma Plus chargers and they're great! The digital readout of how many mah's you're putting into your battery is sweet! Prime: The site says Sigma Plus, but only regular Sigma is pictured...hmmm. Either way, the Apex chargers are similar to the Duratrax ones.

Duratrax and Intgy have peak chargers in that range that are AC/DC and work nicely. If your into racing though, a good charger is the Duratrax/Integy Intellipeak/16xpro for like $110-120 which will serve you well.
