The only thing that changes the amount of time it takes to charge a battery is the amp setting. No matter what charger you use, if you do it at 4 amps it will take the same amount of time for the same battery on each one. Of course, the higher the mAh (2400, 3000...), the longer it will take to charge.

Nairb is right on, you can get a Rhino if you really want to, I have a Rhino, and NAirb has 2, they are great!

What is the cheapest charger that you can ajust amp settings? Is it the intelipeak?

so a 4 amp 6 amp ect. on any charger will charge at the same rate with the same battery. the rino has to run off of a 12 volt power supply is that why i see some use car battery chargers to hook up to there rc chargers, is that ok ? if so then you dont really need a special power sorce or do you ?

Well, anything that will convert AC power to DC at around 12 volts at 6 amps or more will do the job for a DC charger. Just be sure it is stable and consistent for your purpose. That is all power supplies do, basically, so if you find an alternative that will work, go ahead and try it.

At tower hobbies the rhino is priced at 65 dollars
plus a power supply...id rather buy an Intellipeak...which I have...and it isnt that great if you charge Ni-Mh batts...

Then why does the intelipeak sell a power supply? Is that just for the more expensive modles?

Will the intelipeaks be fine without a power source? Or do the come with one?

The intellipeak does not require a powersource they are ac/dc chargers the rhino is a dc charger which is why it requires a power source. I plan on getting an intellipeak in the near future, $50 seams like a good deal for one

If you are charging packs in 15-20 minutes, you are doing well, if there are people who are charging a lot faster, you are correct in that they are charging at a higher rate, but this can cause damage to the battery cells. In the long run, you are better off charging at a slower rate than risking damaging the cells.
Personally I use a Millenium charger right now, but it does not charge any faster than the old super brain that I have as a backup.
I generally charge at 5A for my 2000's and 2400's, and this seems to work well. The 4A setting is just about perfect. Some batt. manufacturers recommend not charging at an amperage greater than 2.5 times the mAh rating of the pack, which would be 4.25A for the 1700's that you run.
If the charger that you use is doing the job well, don't change it. This is one of those "if it isn't broke, then don't fix it" times.

Oh yeah,
In terms of the power source, try to get a regulated source, this will help to weed out any fluxations. A battery that is hooked up to a car for example will have many spikes in it and can helpt o cause the false peaking.
