Right now I have a Hobbico timed charger. Would a better charger charge faster? Right now it takes 35 minutes to fully charge my 1500s.

You should be concerned about the quality of the charge before the time. A better Peak type charger will charge a pack and stop when it should, automatically. And depending on the charger, you may be able to select the rate of charge, from 2 amps, 6 amps, or more. So yes, a better charger will charge your batteries faster, and most likely make them have a longer usable life.

Ok thanks I was looking at the Intellipeaks they look pretty good. Is the power supply they have OK?

Some of the posts by people say that the Power Supply dies within a day, that the fan doesn't work, that the fan is on all the time, some of the time... I don't have one so I can't say if it's a good PS or not, sorry. I'm sure some others will tell you though.

I would suggest you do a search for the word charger in this forum and/or the general forum. This should direct you to a bunch of threads with some good information.
