how is the suspention(sp?) on these cars? i mean can they handle like cement-gravel,with tar on it?i was just thinkin about gettin one of these but the streets around here are like that.

Touring cars have very little suspension. To give you an idea, at our local parking lot racing I set my ride up to 6 to 7mm. On carpet, and smooth blacktop 5mm.
I might get corrected here, but I would say any bumps an 1/8 inch or more would be tough running. Good luck :D

Obviously the smoother the surface, the happier a touring car is. But you can still run it on pretty rough pavement. The car may get tossed around a bit though. Just watch out for any cracks or holes that might be big enough to catch the chassis on, you could do some damage that way.

May I suggest a rally car? They're simply touring cars with longer shocks and more ground clearance. That gives you more adjustability in the ride height if the surface you run on is a bit rougher than you expected.
Keep in mind though, with their extra ground clearance, rally cars tend to roll of you corner too hard. You can also just get touring shocks for a rally car should you run it on carpet or other smoother surfaces.

Jason hit it on the head, get a rally car. you'll have touring car looks with better performance for that kind of surface.
