I have a futuba attack-4 radio and I used it on an old 3 foot tugboat I found. I had a few problems with it cutting out( I had a bad battery wire to my reciever). I live in missoula, MT and dont have any smaller bodies of water nearby. so I drive it up on Flathead Lake but if the boat loses reception it has a 28 mile long lake to get lost on. I have looked at esc's but cant think of a way to make it work for a gas engine. is lthere like a gsc :D with a failsafe. I checked my remote and if I turn the servos with it and shut it off the servos dont go back to neutral.

You either need a radio with a failsafe, or your need to add a failsafe device to your current radio. Here are two failsafe devices for under $25.

I got a failsafe at my hobby shop in town and it works great without the motor running. but as soon as I start the engine( homelite weedeater) it goes into failsafe mode and kills the engine. What could the problem be

Are you using a resistor spark plug in the engine? A resistor plug eliminates electrical engine noise that affects the radio system.
