I`m getting out of nitro`s and I`m switching to electrics and I have a few questions.
whats the difference beetween say a 17 turn motor to a 20 turn motor? How do you tell whats faster?

Fewer turns is faster. Fewer turns will also have to be geared lower (smaller pinion gear or larger spur) for best performance and to keep temperatures low.

When discussing brushed motors, fewer turns generally equates to more motor maintenance to maintain performance as well.

i have yet to see a good 20 turn motor.generally all there is traxxas 20x1 stinger and duratrax 20x1 photon speed motors.dont get confused though being the lower the wind the last runtime.i was at 1st and bought 27x1 locked timing at 24 degrees.those and 19x1 spec motors are RACEING motors but some do bash but not really recommended due to their specifics for racing.brushes wear pretty fast and coms need more cutting.
i dont want to make a mile long post so ill get right to the point since this question since ive been here has been answerd 50 times already.
for bashing around you want to make sure the motor has:bearings,adjustable timing,machine wound armature

a single wind (thats the x1 in 20x1)is hotter running,harder wearing on brushes,more low end(accelleration)
double wind 20x2 had more rpm,less but unoticibly acceleration.these are the winds i use
theres also triple and quad winds which are more top end motors but i never liked the lack of punch.i run 17x2 and tried 16x2,15x2,14,2,13x2.
17x2 i get about 11 minutes off a 1700 pack,punch is great and so is top end,dosent run hot,brushes lasted to my standards 16 runs
16x2 punch didnt feel same to me,same findings in 17x2
15x2 noticible decrase in punch,motor getting warmer,brushes lasted 13 runs,lost 2 mins of runtime
youll need deans for any motor below 15 turns
14x2 and 13x2 the top end increased alot,punch was alright,runtime was 6-7 min,brushes lasted 10 runs,was too much uncontrolable speed for a small area to run for me.
thats just an exaple i gave to not give you the idea that "i better not get a low wind motor because it will last 5 mins and wontbe fun"

The 17-23 turn are usually the kit supplied motors in RTR or budget kits. Since those motors are made in quanity their performance is less than that of stock 27turn motors.

Only way of telling how fast a motor is going to be is first finding the right brush and spring combination then finding the gearing that yields the results you are looking for. That's why you see competitive racers spend so much time in tuning and maintenance, once you achieve the level of performance you try to maintain it, while bashers or recreational user are looking for the fastest or hottest thing but some have no clue how to maintain or gear properly. Remember the fastest car doesn't always finish first.

maybe true to a rtr 17 tur motor but aint no way you gonna tell me a speedgem pro 17x2 amber is gonna outrun a stock motor

I was referring to kit supplied motors, motors that are made for racing purposes are generally of better quality and perform differently. The speed of some motors is not always related to the number of turns or winds it has.
While offroad and touring cars are limited to 19turn Spec motors (fixed endbell) in oval racing the classes is made up of 19turn Spec and 19turn Mod (adj endbell). While both are 19turn single armature the results in racing are much different. The 19turn mods are faster, running quicker speeds and lap times than the 19turn spec class. In some uses a properly setup stock motor could yield better performance, but not necessarily be faster.
