What are some good battery pack dischargers that are fairly cheap ($30 and under).

i use deans bulb discharger, bought it for about $ 25, but you have to assemble them yourself. it's fast, but watch out so it didn't drain your battery completely.

I have 2 porcelain dischargers, they were 2 bucks a piece, they're just a connector, wired to a piece of porcelain, the juice heats the porcelain, and when its cool, the packs dead.

if you get a bulb discharger, i suggest to also buy a cutoff device. this thing saved me from overdischarging my batteries. if you have saddle or sidebyside packs, buy a battery tray so you can equalize your pack. i think some battery trays have built in cutoff devices.
