so i bought some 2400 mah stick packs ( http://www2.towerhobbies.com/cgi-bin/wti0001p?&I=LXCLS6&P=ML )
and this is my charger ( http://www2.towerhobbies.com/cgi-bin/wti0001p?&I=LXL348&P=7 ) which charges at 2.5A
im guessing charge for like 45-50 minute each? and how many times should i cycle a new nicad batteries before actual use

There is no need to cycle (charge then discharge) the pack for any type of use - all it really does is waste a useable cycle. Batteries will start to have consistant performance (racing or bashing) after actual use in the vehicle usually between one and three cycles. Cycling only helps if pack has been sitting a long time and you want it to be somewhat close to race condition or need to know the actual condition (runtime, voltage etc) of the pack.
Since charger does not have peak detection, you will have to monitor how hot cells are getting. You could also watch the analog scale, and look for the amp rate to decline which should also help determine if pack is properly charged. The length can vary depending on condition of cells in the pack, new packs might take a shorter time, then normally a little longer once cells are conditioned time is normally consistant.
