k, i guess the first question would be car or truck? i am guessing "car" was just a common term, so going on that, i would lean towards the duratrax evader....i know i will catch flack for this, but threaded shock bodies, aluminum shocks, ball diff, bearings, ect.... you will need no upgrades until your driving skills allow.
i am sure some will disagree, but on a $200 budget, i would say thats the best bang for the buck, because you did state WITH electriconics in it, and i doubt you will get any other truck loaded for that price-point....
remember guys, he said $200 was the limit, not 250, 300, ect... :p

I would also consider used, most tracks that I've been to have some kind of Used car shop or bulletin board. You might be able to pick up a Losi or Associated vehicle (buggy or truck) with all the trimmings (and probably some spare parts as well) for around $200. I know it's not as nice as buying new but, you'll get a race bred machine, that's easy to get parts for and it'll probably even be set-up for the track in question!
But if you want new the Duratrax may be the way to go. I know a couple people that own them and they like them, but neither of them race! Or if you can stretch the budget just a little, Associated RTR's (B4RS or T4RS) run around $235 at Tower Hobbies and right now they're offering $25 off a $199+ purchase so you're looking at $210 + $8 shipping for a proven racer!
Of course this is all assuming that you don't need batteries and a charger for that $200 as well!

I see that you say the setup is for 1/10 scale, but do they race mini's at your track? That might a good choice if the run the class.
As for 1/10-scale, Associated and Losi are great choices. XTM and SportWerks also make race-worthy stadium trucks. By "race worthy" I mean they're fine for club racing; they're not going to win the next Nationals. The above-mentioned DuraTrax Evader is also a good choice. Associated and Losi, in my opinion, are better pure racers, but you pay a little more for them.

In my opinion... slow is fast when it comes to offroad racing.
You don't have to have the biggest, baddest and most $$$$ equipment to win club races. Practice... and then practice some more. ;-)
