I am looking to buy a RC car but have been out of the loop for a long time. I want to get an rtr off road elec. buggy or truck. I really don't have a budget I just want the best. Do you guys have any suggestions?

Lots of folks (myself included) like the Traxxas Stampede for off-road fun. It's not for racing though, just bashing. There are lots of other trucks/buggies out there as well.

My plan is to get into racing once I am back into it. So I will probably want to buy something that can race.

If you plan to race eventually, but still want to start out with a RTR model, I would suggest either an associated T4 (1/10 scale stadium truck) or a B4 (1/10 buggy). Losi also offers a RTR XXX-T (1/10 stadium truck), but they no longer offer a RTR buggy. With each of these kits there are large amounts of hop-ups and parts available if you wish to modify them later, but there are also a solid platform out of the box for club racing. They all make fine bashers, but I suggest that if you plan to do a lot of bashing before you get into racing you go with a truck. They are a little more durable than the buggies, and the bigger tires and slightly greater ground clearance also helps when banging around in the back yard.
Also be sure to do the research! What type of track is your local track? do they even race offroad electric classes? What class of vehicle is most popular? Which brand does your local hobby shop carry the most parts for? There are lots of things to consider when getting your first kit. What I listed above are just some rough suggestions, the more information you know, the easier it will be to choose the right truck or buggy.

I was thinking about the Losi RTR XXX-T brushless. Any opinions on that vehicle.

I think that would be a great place to start. Losi cars come with great electronics unlike some RTR's. With the brushless sytem you'll have plenty of power and not a lot of maintenace to worry about. Put that in a car that requires little if any modifications to run at the track, and you seem to have something that fits your needs.
Again, I'd just suggest that you check out the track nearest you to see if they run an electric 1/10 stadium truck class. If you plan on racing, but they don't race the class of truck that you buy it doesn't do you any good. Also check out their rules for brushless systems.
