Can I use a dremel to cut the comm and if so, how? I can't afford a lathe, and LHS doesn't do it.

Yeah, the whole point of a lathe is to get the comm back to turning as true as possible, & without some way to mount the arm & hold it perfectly still, the cut won't make it turn true, which would not help you any.... :)

I mean if I lock the armiture in the dremel and use it to spin the arm and use maybe fine sandpaper

No, that will not true the comm, just make the surface look better. If you do that, when you put in some brushes & run it, those brushes will bounce badly, & they will chew each other up quickly. that's why the comm must be true(that means perfectly round, by the way), & a lathe is the best way to do that.....

u know if i were u i would rather not.. 1: the bits that the dremel company supply will give it a course cut unlike diamond bits that will giv it a nice clean cut. 2: with a dremel it will be challenging to get the cut even you might go too deep on a spot and ruin it. so if i were u i would go to your LHS and see if they can cut it for u or go to your local track and have a guy cut it for a small fee, slice of pizza, or a soda.
