Can any charger recharge any size battery pack. For example, can my cheap charger that I use for 1500mah packs, recharge larger battery packs as well?

Most cheapo chargers can only charge up to 2400 (NiCd) Check to see if your charger chearges NiMh before charging 3000's or it would damage them.
