I hope you mean the drag racing type. Try a search or locate a website that deals with RC drag racing. Some rc companies may also links on their pages to rc racing. RC Model Cars did an article on building a christmas tree, all issues I had got ruined.

OHHH!!! I know what you are talking about. I never knew what they where called but until now. Yea Deans makes one (or at least I know they did) that you plug the battery into and it has a strip of lights and the lights will drain the battery until it has no more juice left.

Here's a link to what I think you're talking about. http://wsdeans.com/products/discharger/index.html

A discharger is also known as a Christmas tree? And I thought Raster beating his cat because of the board layout was insane. LOL.

The Deans one comes in two versions assembled and kit but no cutoff device. Racers Edges (sold on Stormer Hobbies) or direct has 2 or 3 load versions assembled or kit with and without the cutoff device. Come in a 20 amp (10 bulbs), 24 amp (12 bulbs) and a 30amp model (I think). If there is a Dollar Store in your area the bulbs will be much cheaper, you might also find some brass or aluminum tubing or wire to solder the bulbs to then just purchase the cutoff device. There have been a couple of articles posted here that would give details on building a bulb discharger or one on battery maintenance/care which shows a bulb discharger.
