good beginner on road car

Please help me find a fast on road car that runs electric for my brother who is 13. What would be a good setup for him. Any price information would be helpfull.

you can buy the kit on towerhobbies for 109 (no radio but msc and 20t stinger) I have hoped mine up with a 13t dounle speedgems novak fusion, and bearings and if i were a better driver i would be able to keep up with the hpi's. heh
