can most ESC's be trimmed to limit top speed severly?

I am thinking about a car for my son and some of the traxxas models come with an ESC which I believe can be trimmed to limit the top speed. Is this true?

I think the traxxas XL-1 has two seting knob things. one for neutral and one for top speed, so yea you could do that.

Yes, they all come with speed adjusters I think, all you need is a small screw driver to turn it.
