exactly where do you race a pan car?

Usually you can race them with TC's, I know of some places that allow this.

Pan cars are lower and have less suspension than TC's so smoother the better. They can be either road course or oval(oval has bttery on one side).

exactly how much do the pan cars cost? are they alot better? is there an off road pan car? do they come in a rtr? who makes the best pan car?

Corally, Associated, Trinity, Calandra. They all make very good pan cars. Pan cars are usually faster and run longer than touring due to the simple drive train (direct!). If you want top speed pan is the way to go.
Touring is usually more expensive (more complex everything).
