XX-4 Worlds.... building help?????

I actually havent received mine yet, but someone who just built theirs said that the graphite cover around the belt drive needs to be cut or filed down on the inside with a rotary tool like a dremmel. I dont have a rotary tool! Is this necessary? Do the instructions say so?

My friend didn't have to shave anything to get all parts to fit on his XX4.

I think the guy that said that put something together wrong, or maybe got one bad part.
