One of my batteries might be getting hot. Looks like plastic wrapper around one of the cells has melted some. Is this normal???

Batteries do normally get pretty warm, but not enough to melt plastic. You may have a bad cell. If it's a side by side pack, try testing the cell with a voltmeter under a bit of a load.

A side by side pack is 1. Keep an eye on the battery and if it starts to get any hotter, or make hissing sounds (venting) and leak...Do not use it anymore. It'd be a good idea to get a new battery anyway as it sounds like this battery is on it's way out.

It sounds like a cell in that pack has definitely gone bad. As cells degrade they can no longer hold the voltage that is being put in them when charging, this becomes heat - and sometimes the cell gets so hot the shrink covering melts and then cell may leak. Yes it is probably time for a new pack or two.
