What's the difference in a stock or modified comm lathe?

A stock lathe is designed to turn the armature while it is still in the motor can and a mod lathe requires removal of the armatre.

Just to add a little on to that, many stock motors, at least the ROAR legal ones, are mostly rebuildable. This means the armature can be removed from the can and cut on what is traditionally referred to as a modified lathe. The only time you would need a lathe designed for stock motors is when you have a motor with a fixed endbell, i.e. no screws in the endbell to allow disassembly.
