Use a set of calipers. If you don't have any, you can find a decent pair at places like Harbor Frieght and Tools for cheap. (less than $10)
Or you can spend a lot more and get digital calipers if you prefer. (they are very nice, though! :) )

Or you can use a freakin' ruler, that you have in your house somewhere. :D Measure from end to end. You don't always have to have a fancy tool.

I measure them from the center of the top mounting hole to the center of the lower mounting hole with a ruler.

Is the length measured fully compressed, fully extended or something else?

Fully extended, always.

True, you don't have to have all those fancy, less than $10 tools, but using calipers will give you a more accurate reading faster and more reliably than "a freakin' ruler" will. Whatever works for ya', though!

Trinity makes a "Shock Dyno" which is excellent for filling, and working on shocks, and it also measures lengths of shocks, to get that perfect tuning in. You can pick them up for 20 bucks.
