As long as the 2 speed adjustment screw has not been changed from stock settings or it has not rattled loose your most likely problem is your tuning. The HSN needle and maybe the LSN but primarily the HSN is running too rich so you need to lean it out about maybe half a turn or so (clockwise)
Depending on what vehicle you have the 2 speed adjustment screw may require adjusting. If you do change it use some threadlock when you put the screw back in to be sure it stays put.
It may also simply be you cant hear the car changing, some are very subtle.

i have the motor running good (ntc3). it's just i can't tell if it's shifting. i even run real slow to see if it will shift, but nothing. so i'm confused which way i should start to turn it.
If you can't hear your car shifting doesn't mean your car doesn't shift...
Maybe your tranny is stuck in second gear.

Did you buy the RTR and than put the 2-speed in afterwards? If you did...does the car accelerate about as fast yet top out a little higher? That would mean it is shifting. I know I can't hear mine on the MGT shifting...but it is.
You can hear the shift with the NTC3 i race them all the time. try to test the shift by elevating your car off the ground and slowly give it more throttle. while the engine is spooling up it'll be a smoothly incresing sound, when the two speed shifts there will be a quick change in the tone(lower) then it will return to the sound of it accelerating. Also if you run rubber tires do the same thing and watch when they baloon. On my LD3 when it shifts they baloon like crazy when the car is off the ground.
