Well, that's a yes & no. Yes, a smaller pinion & or bigger spur will mean better acceleration, but it has NO effect on how much torque a motor produces. Just think of it in numbers, when you take the number of teeth on the spur, divide it by the number of teeth on the pinion, & then multiply it by the outdrive ratio of the transmission. So for example, on a TC3/TC4, you take a 100 tooth spur divded by a 32 tooth pinion you get 3.125, & multiply that by the transmission outdrive ratio which is 2.5, so you get a final drive of 7.8125, now if you go down 1 tooth on pinion, your final will be 8.064(100 divided by 31 x 2.5 = 8.064), & with the numerically higher ratio, your car will accelerate more easily, while the numnerically lower ratio will give a better top speed(& this all assumes your tires are always the same in diameter, but that's another formula that we can go into later).....

How do you find out the outdrive ratio? More specificaly I am trying to regear an RS4 MT "All belts" if that makes a diference.

Hmm, not sure about that one, but if you have an owner's manual, the outdrive ratio might be in there somewhere....
