I measured to see the battery voltage at, what I thought was the charging jack on the Futaba 2PCKA transmitter. The batteries are good. If you were to charge here there should be battery voltage, right? Any help would be appreciated.

its a little comfusing the way you said that.
"If you were to charge here there should be battery voltage, right? "
you can charge the bateries there, i'm not sure what you mean when you say "there should be battery voltage" if the batterys are dead there won't be too much battery voltage and you should charge them.

I meant if you were to check here with a volt meter you should get the combined battery voltage of 9.6V. Basically I just want to know if you can charge the ni-cds through this jack on the transmitter.

But, I'm not getting the voltage of the batteries here.
It is possible that Futaba puts a doide across the charge jacks. This will prevent an accidental discharge (short) of the batteries in case you have something (metal) in your pit bag that accidently contacts both the pos and neg on the charge jack. Putting in a diode is common in airplane radios... maybe they do it in car radios too.
