How do you make these for a touring car? What is the best kind of rim and how do you get the PVC on them?

Any rim you want will work: Just sand down the ribs until your piping fits over them, and CA/contact cement it in place.

2 inch inside diameter pipe is what you need... although the rims are 1.9 inches, you may need to fit to adjust... inch-up rims might work better cause it will have a snug fit... but any normal rim will work... abs pipe is better than pvc though... ;)

What are "inch-up rims"?

They are exactly 2 inch diameter rims... .1 of an inch larger... i know yokomo made some... ;)
