first off, is there any type of RC clubs in your area?? If there is an RC club they would probably love to see a new track opened, so they would do their best to help you.
second, is this track just for you? or do you want other people to come out and practice or even race?? if you have people you do not know at your track you will almost have to have liability insurance, as well as possibly having to meet some type of fire codes or other codes. I think the insurance thing is what really keeps people from building more tracks....

i think on-road well if so where do you live does it snow there or is it like florida its hot and dry. first you need to pvc pipe to form a track layout and also you need a lap counting system and transponders and a computer. you also need to have racers are there people that are looking for a place to race or is it something that you just want to start people in the area .

a lap counter is where you have a comp set up to track transponders in your car. the transponder goes in your car and the other racers to count how many laps you do and how man laps you have in the end of the race matters what place you are in. you put the tracker at a certain part of the track the finish line/start line.

The biggest thing you need to open a track is lots of money. It takes a lot to pay the rent on a place large enough for a track, pit space, and parts counter. Then you have the insurance, pit tables, carpet and walls for the track, running electric to each table, lap counting system, then kits and parts etc. to sell. The money adds up quick and its very hard to invest that much and then wait until(if) you start taking in enough money to cover cost. Its really the main reasons tracks keep disappearing. Also you really need a good working knowledge of the products. If you dont then you will be stocking things people wont buy and not the stuff they will. Also as the owner you need to be able to help with problems on cars and equipment. Its really a major undertaking.
