I was wondering how many volts a really good battery pack of 6 gp3300 cells would charge up to? How many volts would a decent pack of 6 gp 3300 charge up to?

Yeah my GP3300's get up to around 8.6 volts, maybe more I can't remember. When the charger shuts off, the voltage reading drops a bit. This is because the charger is no longer "pushing" energy into the pack, which gives a higher voltage reading due to internal resistance. :)

Yes, the voltage shown on the charger really don't mean a whole lot (unless you're comparing 2 side by side packs on the same charger at the same rate)
The voltage will increase as the rate goes up and the leads get long and skinney. Really have to let the pack rest and see it.

GP3300s will be about 1.52 to 1.55 volts when fully charged (just prior to peak), so a 6 cell pack would be about 9.3 volts.
This is just a guide, lots of things can change that...and keep in mind that unless your charger has seperate voltage sensing leads (seperate from the charge leads), you are not getting the correct voltage.
For example, if a Turbo 35GFX would read 9.3 volts on a pack, then an MRC 969 would read 8.9 on the same pack at the same state of chrage.

To find the average voltage per cell remember the peak voltage pack reach and divide by number of cells in pack. I consider 1.45 to 1.59 good to excellent with 1.57 the average high.

Average voltage during charge means nothing. Or next to nothing, anyway.
Average voltage, the kind you see on matched cells, refers to the average voltage during discharge. That voltage is calculated, when done correctly, by monitoring the voltage continuously during discharge and calculating the average from the beginning of the discharge to the .9V cuttoff (for individual cells).
