I would like to know the best all around batteries in the 30-40 dollar range, they would be used for practice as I have race batteries. They would be used in a E-maxx with 19 turn motors and a TC3 also with a 19 turner.

Take a look at SPC's (http://specpointbatteries.com) Twin Maxx Pacs. For $64.95 you get 2 packs that are matched and assembled. Not only are the cells matched but the packs have similar numbers. I raced all summer using 2 sets of them. Great performance!

I would not recommend getting the pack that redheat8 suggested, some of their packs turn out good, one of mine is perfect, the other blew a cell in less than 2 months of use.

Those Epic 3000s are really really sorry packs even for practice. Very high resistance and very low voltage. I think when I tested them on a T-35 they had like 1.01-1.02 average voltage.
If you shop around you can get some really good deals on good packs that you could actually race with that are in your price range. I like Promatch because they always have great deals. Right now they have Sanyo 3000 stick packs for $20 bucks which would more than meet your needs. They also have GP 3300 losse 6cells for $39.

I bought some GP 3300 on ebay from a dude in Hong Kong a month ago, and they've been great. Only 25$-30$ + shipping. They always have some for sale there.... :)

Check out promatchracing.com, kinetix are supposed to be good also. Id take either of those over surge, they're both cheaper (at least last time I checked). Keep in mind that promatch still charges at 5Amps while surge switched to 6Amps, so a promatch 1.160 promatch pack actually has higher voltage than a 1.160 surge pack.
