Performance sacrifice putting 26mm tires on 24mm rims?

Is there that much of a difference where the tires performance will be altered by putting the 26mm tires on 24mm rims?

You should never run 26 on 24....

Sometimes you can put 24 tires on 26 rims on very high traction carpet to reduce traction and keep traction rolling down...

Just run 24 on 24, and 26 on 26....
