I suggest a Futaba Magnum Sport instead, it feels very nice and is easy to use. I'd have him get a stock motor and some sport stick packs, they're cheaper and give him longer run time for less money than matched packs. A Duratrax AC/DC Peak charger oughtta take care of the batteries well enough.

I also suggest a futaba magnum sport, heck, i still use mine for racing(plan on up grade soon). for an ESC, the explorer 2 is a great one, but some on suggested a 15 turn motor, no dice, it is a stock only ESC, if he does have a little extra cash, look into a Novak fusion, it will last him a long time, and it will handle down to a 12 turn, when i was a new guy, i wish that i just saved a little more for the good stuff, that is now what i do, and i am much happier. For a battery, i like the Dynamite line, they are nearly indestructable, i have also heard good things about the trinity 1500's(the amp max 2's)
Motors, i suggest the P2K for stock, and the Chameleon for a mild mod, get the pro versions, he will be happpier, if he decides to go lower, then go with the speed gem2 line, and remember to tell him about how motors are rebuilt, no one ever showed/told me what this is, I would still have a few nice hand wounds, so, the extra info is nice.

the explorer 2 goes down to 15 turns but he should still get the stock motor. I have both the magnum sport and blazer the magnums grip is a little beter either one is great. Any unmatched 1500, 1700,and 2000 is a good batery to start with
