Do you think you could make ride pads that are 4 inches long, the width of the hull and 1/8 inch thick to make less friction because it would rid on them and the rest of the hull would be out.

So basically what you want to do is add a step to the hull. Sounds like a plan! Good luck!

Are you putting the pads at the front or back of the hull?

In short, Yes. The early race boats had stepped hulls to reduce drag. It was discovered just after the turn of the century that a stepped hull was several miles per hour faster than the previous hulls, which were of the displacement type. If you look at a modern float plane, the bottom has an obvious step in it, same as the modern hydroplanes. If you look at the bottom of the sponsons on a modern turbine hydro, there is at least one step on each bottom surface. The ultimate in steps is the restored 1980 Miss Budweiser. On the bottom of both sponsons are steel plates, overlapped like shingles to free up the boat so it will plane easier and let the boat go faster.

I would put it on the back so only the back was in the water. I need to just get my hammer going good before any other mods are done.

Hate to say it, but all a full width pad at the rear of the boat will do is add weight to the back of the hull and slow the boat down. You would be better off doing nothing to the outside of hull and do other mods to the drivetrain and internal structures.
