Roar rules wheelbase question

I was wondering how you measure for the Roar rules of a 11.5 inch wheelbase on 1/10th offroad cars. Is this done with the arms level? and is it measured from the base of the front and rear drive shafts or the outer tips. I have a custom chassis and I want to be sure i'm roar legal. (How do they check this at races?)
