It has been done, but why chance ruining a ESC, the 13 won't be any faster speed wise than the 15 turn.

Most likely it the ESC will overheat, then the thermal protection will kick in and render it useless until it resets. If you under-gear the motor, it will probably work alright, but you won't get the performance you're looking for, and you risk wearing out the motor prematurely. In the meantime, save some coinage for a better speed control. Ask around the track to see if anyone has a good used one to sell. Look for a Novak Tempest or Cyclone, an LRP IPC 7.1 (or even an SR or 6.x), or a Tekin G12CIII (one of the most reliable speed controls I have ever owned). Good luck!

Why wouldn't the 13t be faster than the 15t all things being equal?
Most generally I would say Yes it would work, but you are close to the ragged edge of limit on your esc.

Highroller has much more experience than me. He has taught me alot, I just wanted an explanation of why he said.

The Novak Dually is really solid for the price. It could handle a 13 turn motor with ease.
Also, you WILL go faster with a 13 turn motor than you will with a 15 turn motor. And you will run faster with a 10 turn motor than you will with a 13. That's why cars running modified motors (lower turns) are faster than cars running stock motors (27 turns). You won't see Cliff Lett attempting to set any speed records with an 18 turn motor.
